In the southern area you'll see the 5 Finger Filet, the taxi, and the General Store. Next to the General Store is a warehouse. That warehouse is where you want to go. The entrance is water side, look for a ladder that leads up to a balcony with a door. After you go inside, it's upstairs on the other end in a chest. Actually, instead of the ladder, the stairs on the other end work too, and actually put you in the room with the chest.
I was looking for this too, couldn't find any other info other than this post on it and went around looking for it by myself. The ladder was the first entrance I came across lol. Log In Sign Up.
